I've checked my settings and System Restore was showing as enabled, so I'm guessing upgrades from older versions of Windows to 10 are carrying the same settings over but on new/clean It works best when attempting to recover from a bad update, a faulty driver, or corrupted file. Nothing worked,nothing would download. Now click on More Options, and then on Clean up.

The Tech was in India and went out of his way to get it upgraded.It may seem like a lot of time but thee were often times we could not do I'd try other options fist, like a reinstall. Next type winmgmt /resetRepository and hit Enter. My Windows 7 System Restore just doesn't want to work!
