If you insist on going into the library, right click on it and choose "show package contents". Maybe duplicate photos or videos were removed when I migrated from iPhoto to Photos. this has saved me so much grief and agony and is so easy.
Now hide iPhoto (minimize it) and Then right click (control+click) on your iPhoto library on external drive and choose "Show Package Contents". Every time I select the iPhoto library icon to be import to Photos, it doesn't give me the option since it is a grey-out icon. Apple makes no representations regarding third-party website accuracy or reliability. What version of iPhoto are you using ? Why not, apple, why not?
