On a separate computer, download the Firefox browser and see if it helps. This happens because Firefox honors your Windows security settings for downloading applications and other potentially unsafe files from the Internet. Then now you could trace both cases and compare the traces for their essential differences.
Note: The Reset Firefox feature can fix many issues by restoring Firefox to its factory default state while saving your essential information. Deleting Download History did the trick. I will not download anything to my computer unless I know exactly what it contains. It definitely said that there was something that could not be repaired.
