This is fairly common on CentOS 6 if you attempt to use the EPEL repository, and occurs when you attempt to retrieve files
An alternative is to change the URL for the mirrorlist to HTTP, from HTTPS. I suspect that some mirrors are unreliable and a retry can give another mirror that works.
