Cannot Open Serial Port Com3
Maybe there is another driver to use that might not cause COM3 to hang up like it is now. The moment I read your reply I understood!! Same error message. The driver update solution works like a charm! http://fortecrm.net/cannot-open/cannot-open-the-usb-serial-port.html

Thanks for posting. They are nice, and there may be new ones that you didn't know about! I just tried reflashing it with version mbedMicrocontroller_16457.if, but it didn't fix it.
Go and check it out, you might land a code for a free game. Two more quick things to try:
1) If you type "hyperterminal' at the windows start menu, then once it comes up, righ t click and select "run as administrator", can it then I can upload new firmware to the mbed folder and everything else, but I now have no debug output with this module. Cannot Open Com Port Windows 10 Because I have multiple mbed modules on my bench, and I switch between them regularly, I guess I was distracted by the "Unable to Open COM3" message.

I also tried connecting with Hyperterminal, Tera Term and RS232Hex60, all with the same result: "Cannot open COM1" Does anyone have any suggestions as to where to continue troubleshooting? Try to map the mbed to another (free) COM port, and see if it does the trick (as COM ports might sometimes get in conflict between devices). If the program terminates unexpectedly, it doesn't have a chance to release the handle (as it does when you close the program or disconnect). I don't think I would've figured this out on my own. I am not sure where the COM3 driver for the Photon is coming from. The first thing I'd try is rebooting your PC. Comment good solution!
I've noticed the same behavior with the arduino IDE. Hooray for The System! Finished up. Sorry, that product doesn't exist in our system yet.
