Bennett David K. My guess is that povray application requires some parameters to be passed when it is launched Usage: POVRAY [+/-]Option1 [+/-]Option2 ... (-h or -? LDD to POV-Ray Converter cannot access it and conversion fails. I had this problem as well and all I did was, Options tab/Script I/0 restrictions/ (change to) no restrictions.

Really sorry about that.😦 Usually such an error message means you do not have the required privileges to run the software, and occurs on Windows Vista and higher. L3P aspect ratio means that the aspect ratio defined by L3P is not the same as the one you use to render you picture.
